preheat the oven to 350°
line an 8x8 baking pan with parchment paper, and leave two sides up higher than the sides of the pan, set aside
whisk the sugar, eggs, and vanilla together
then whisk in the melted butter
combine the dry ingredients for the brownies in a separate bowl
then stir into the wet ingredients just until combined
pour into the prepared pan
bake in the preheated oven for 20-25 minutes
remove from the oven and cool completely on a baking rack
once cool beat the filling ingredients together until smooth and creamy
spread over the completely cooled brownies
chill while you make the top layer
melt the chocolate and butter together in the microwave in 10 seconds intervals until the chocolate is melted
pour over the chilled brownies and spread evenly before it sets up
chill again until the chocolate is set up
cut into 16 brownies and keep refrigerated until ready to serve
