  1. place in a clean plastic bag
  2. mix the olive oil, garlic, cumin, chili powder, smoked paprika, salt and pepper together in a small bowl
  3. zest the lemon and add it to the mixture
  4. then juice it and add the juice as well
  5. mix all the marinade ingredients together, reserving 1 Tablespoon
  6. pour the rest of the marinade over the cod, close the bag, give it a good rub to distribute the marinade and place in the refrigerator for 20 minutes
  7. meanwhile preheat the oven to 350˚
  8. cover a baking sheet with foil, lightly oil and set aside
  9. clean and slice the peppers into fajita sized pieces (about 1/2 wide and 1-2 inches long)
  10. clean and cut the onion in wedges
  11. place all the vegetables on the sheet pan and toss with the remaining marinade
  12. roast in the preheated oven about 5 minutes
  13. while the vegetables start to cook pour the panko in a saucer
  14. after 5 minutes pull the vegetables out of the oven
  15. take the cod out of the refrigerator, dip the top of each piece in the panko and nestle it down in the peppers and onions
  16. roast another 10-15 minutes until cod is cooked through
  17. run the pan under the broiler 2-3 minutes to crisp the top slightly
  18. while fajitas are cooking lightly fry the tortillas in a small frying pan with a small amount of oil, drain on paper towels
